Should be able to "finalize" events.

Events have hosts/chairs and it would be nice to be able to send them an invitation and all other notices for session hosts through speaker mgt, but since these types of sessions cannot be finalized, that's not possible.  Additionally, when I add a host/chair to an event, it has a status of "not yet invited."  Well, I can never invite them.  I should be able to, and if I'm never going to be able to, then no speaker mgt status should be listed.
